Timing
This Upgrade Card may resolve when resolving a Squadron command and a Squadron command token was spent.
Official rulings
When a ship resolves Liberty’s effect, if only a dial was spent to resolve a
command, it is resolved as a dial if a dial with a
icon was discarded by General Draven (Commander)‘s effect. Thus, Liberty’s effect would not activate an additional squadron.
However, if a dial and a token were spent to resolve a
command, Liberty’s effect would activate 1 additional squadron as normal.

Community rulings
When a ship equipped with Liberty spends a Squadron command token, instead of activating 1 squadron, you may activate 2 squadrons.
