Escort. (Squadrons you are engaged with cannot attack squadrons that lack escort unless performing a counter attack.)

Official rulings
The squadrons chosen by Fenn Rau’s effect must be unactivated in order to be chosen.

Squadrons chosen to be activated by Fenn Rau’s ability do not count as part of the total squadron activation of the ship that activated Fenn Rau. They are additional squadron activations.
