Tide of Progress XII does not discard damage cards that have been previously dealt and are being flipped faceup (for example, from Boarding Engineers or Precision Strike).

Note, that the Tide of Progress XII effect happens “before” the damage card is dealt. Meaning that if Tide of Progress XII was at 1 hull point left, it would remain at 1 hull point. It would not be destroyed as it discards the damage card before it is dealt.
