Question: If an attack is cancelled, can I still resolve the Ruthless Strategists effect?
Answer: The Ruthless Strategists effect may only resolve if an attack pool has been rolled.

Community rulings
After a ship equipped with this card attacks an enemy squadron, if a friendly squadron is also engaged with the enemy squadron just attacked, you can deal 1 damage to the engaged friendly squadron to deal 1 damage to the attacked enemy squadron.

This damage takes place after an attack, and does not involve the attack step. Meaning defense tokens nor card abilities like Biggs Darklighter or Gallant Haven can be used to cancel, block, or move damage unless otherwise stated.

In regards to Ruthless Strategists and Tel Trevura, which resolves first?
All depends on whom is 1st / 2nd player as the timing for both is the same. “After an attack”.
Resolve in order of player,
1st player Ruthless Strategists then 2nd player Tel Trevura.
1st player Tel Trevura then 2nd player Ruthless Strategists.
