After a ship executes a maneuver, if it resolved the navigation command and has Quantum Storm equipped, it may exhaust that card to then execute a speed 1 maneuver with a yaw value of “-”.

General Madine ability does not affect the maneuver granted by Quantum Storm. Because General Madine’s ability must be resolved in the initial determine course step maneuver BEFORE the ship executes that maneuver when it must resolve a navigation command in order to trigger Quantum Storm.
