When a ship equipped with Phylon Q7 Tractor Beams activiates, it can exhausted to resolve its ability. Choose 1 enemy ship that is of your size class or smaller that is at distance 1-5. That ship MUST discard a navigation token, if it does not have one, then that ships speed dial is reduced by 1 to a minimum of 1.

A Flotilla is a “small size class” and can use Phylon Q7 Tractor Beams on other “small size class” ships, not just other Flotillas.

Phylon Q7 Tractor Beams can be used to trigger Thruster Fissure. – The YOU in this case, is the owner of the ship being slowed by Phylons forced to change the speed dial.
