A ship that equips Phoenix Home gains the ability to equip an additional Officer upgrade card. As well as being able to be assigned up to 4 unique command tokens instead of only being assigned tokens equal to the ships command value.

Garm Bel Iblis and Phoenix Home, This title does NOT increase the ships command value, which is 2. It allows it to be assigned up to 4 command tokens (instead of 2).
However Garm Bel Iblis only allows ships to gain command tokens equal to its command value. Thus Phoenix Home would not be granted 4 command tokens at the start of round 1, only 2. However at the start of round 5, if Phoenix Home does already have command tokens saved, Garm would be able to give Phoenix Home up to 2 unique command tokens.

Even if a card such as Darth Vader (Boarding Team) was to discard Phoenix Home, the additional Officer equipped would remain.
