Timing

Official rulings
A critical effect can still be resolved by an attacker as long as a die with the appropriate critical icon is in the attack pool when the attacker reaches the Resolve Damage step of an attack, even if the total damage for the attack is reduced to 0 using Major Derlin’s effect.

Community rulings
When a ship equipped with Major Derlin is attacked, in the “Resolve Damage” step, before damage is suffered. Major Derlin can be exhausted to reduce the total damage by 1. This reduction happens after Brace.

Major Derlin only works on “attacks”, not on “damage” suffered by such effects like Obstacles, Wide-Area Barrage, Mines, etc.
