At the start of each Ship Phase, you may reveal and discard 1 dial from this card. If you do, until the end of the round, when each friendly ship activates, it gains 1 additional dial matching that discarded dial.

Timing

The initial effect of this card triggers “after deploying fleets”, set and place 3 command dials on this card. This Upgrade Card may be then resolve at the start of a Ship Phase by discarding a command dial. If resolved, every ship that round that activates “gains” a 2nd command dial matching the dial that was discarded.

Official rulings

If a player reveals a dial using Grand Admiral Thrawn and during that round the ship Grand Admiral Thrawn is equipped to is destroyed or Grand Admiral Thrawn is discarded, friendly ships activated later in that same round may still gain the additional dial.

When a friendly ship gains a command dial as part of Grand Admiral Thrawn’s effect, that ship can spend that dial to gain a matching command token or spend it at the appropriate time to resolve that command, but the ship cannot resolve the same command more than once during its activation.

When a huge ship reveals its command dial, it only gains a command token matching the dial it revealed. It does not gain an additional token matching the command dial gained from Grand Admiral Thrawn’s effect.

A ship cannot discard a dial it gains from Grand Admiral Thrawn’s effect to discard raid tokens assigned to itself.

Grand Admiral Thrawn’s effect cannot be resolved to place facedown command dials on this card if the ship it is equipped to is set aside before fleets are deployed, such as by Hyperspace Assault’s Setup effect.

Community rulings

Grand Admiral Thrawn’s dials cannot be targeted by Slicer Tools, the damage card Comm Noise or by the boarding team Cham Syndulla. Because Slicer Tools can only target a ships command stack, also Thrawn’s dials are not kept in a command stack, and thus have no top command dial to get targeted by Slicer Tools or Comm Noise. Nor can Slicer Tools or Comm Noise target an unactivated ships Thrawn dial as the dial is not “gained” until that ship is chosen to activate.

The Crew Panic damage card only affects the ship dial, not Thrawn’s dial as they are “gained” not “revealed”.

The Executor title allows for a player to gain multiple command tokens, even of the same command. For example:The 1st from a dial that was “revealed”, the 2nd from the revealed dial itself when it is turned into a token, the 3rd when Thrawn’s gained dial is turned into a token.

The following officer upgrades such as Commandant Aresko, Taskmaster Grint, Director Isard, Navigation Officer, Engineering Captain, Tactical Expert, Wing Commander, Weapons Liaison, Defense Liaison, and Support Officer. Can only trigger and resolve, or resolve on, that ships “revealed” dial, not Thrawn’s “gained” dial.

Per FAQ:
“Q: Do abilities or card effects that resolve when a ship reveals its command dial resolve when a command dial placed on an upgrade card equipped to that ship is revealed?
A: No. Effects that resolve when a ship reveals its command dial only resolve when a ship reveals a command dial from the stack assigned to its ship card as part of its activation.”

In regards to any Boarding Teams (Engi, Troopers, Vader), as long as a command dial is being revealed by the ship (it need not be set to a Squadron command). The Thrawn dial can be discarded to trigger boarding teams, as the squadron dial being discarded does not need to be the one being revealed.

In regards to ship equipped with Comms Net, when a ship “reveals” its command dial, it also “gains” Thrawn’s dial at the same time. You must declare if these dials will be used and/or gained as tokens, but it would replace any token currently on that ship before they could be “assigned” by Comms Net. Which takes place “after” the Reveal Command Dial step.
