When a friendly squadron is at distance 1 of a ship equipped with Gallant Haven if that squadron is attacked and before it suffers damage, Gallant Haven can reduce that damage by 1 to a minimum of 1.

Ruthless Strategists, Cluster Bombs or other similar damage (like WAB) cannot be reduced by Gallant Haven ability, as the damage doesn’t take place as an attack.
