Community rulings
Before a ship equipped with Defense Liaison reveals its command dial, you may spend 1 command token. If you do, you can change that command to a Navigation or Repair command, and then reveal the new command.

Per FAQ Defense Liaison Can only trigger and resolve, or resolve on, that ships “revealed” dial, not dials that are “gained”.
