Official rulings

If a ship spends a Salvo token while defending and is then dealt a Coolant Discharge damage card, that ship must perform that Salvo attack.

That ship cannot perform any other attacks against ships for the rest of that round.

If an unactivated ship performs a Salvo attack and is later dealt a Coolant Discharge damage card in the same round, Coolant Discharge would prevent the ship from attacking ships during its activation later in the round.
