Official rulings
Biggs Darklighter’s ability may be resolved for each damage that would be applied by Anakin Skywalker (Delta-7)’s ability, as long as all of Biggs Darklighter’s conditions are met.

If Anakin Skywalker (Delta-7) is attacking Biggs Darklighter and Biggs Darklighter’s ability is resolved to reduce the damage to 0 from that attack, Anakin Skywalker (Delta-7)’s ability would not resolve as the defending squadron did not suffer any damage.

While resolving Biggs Darklighter’s ability, you cannot choose a friendly squadron that has been destroyed but is still in the play area because of General Rieekan’s card effect.

Community rulings
Before a friendly squadron with Escort at Distance 1 of Biggs Darklighter suffers damage during an attack, that damage may be reduced by a total of 1. If so, choose another friendly squadron with Escort at Distance 1 (of the squadron suffering damage) and that squadron suffers 1 damage.

In regards to “Dutch” Vander, if “Dutch” Vander is attacking and the defender does not suffer damage but another enemy squadron does (due to resolving an effect such as Biggs Darklighter), “Dutch” Vander’s effect does not toggle the defender’s activation slider.
