Card abilities such as Commander Kyrsta Agate and Admonition do not “spend” defense tokens, they “discard” them, thus are not prevented by Avenger.

As a note in regards to Jan Ors, when attacking a squadron if Avenger is exhausted for that attack, that squadron cannot spend Jan Ors defense tokens.

Because this comes up on a monthly, if not weekly basis. Avenger and Overload Pulse does not work the way you think it works. Re-read the attack steps.
