Setup: The second player places the station in the center of the setup area. Then, starting with the second player, the players alternate placing the remaining obstacles, adding the 2 purrgil and 2 dust fields and excluding the asteroid fields, at distance 2-5 of the station.

After deploying fleets, each of the second players’ ships gains a Repair token.

Special Rule: Each ship can resolve the following effect:
Repair : You may spend engineering points to gain victory tokens from 1 station or dust field at distance 1. If that obstacle is a station, gain 1 token for each 3 points you spend. If that obstacle is a dust field, gain 1 token for each 2 points you spend. Then, if that obstacle is a dust field and you gained more than 1 victory token, remove that obstacle from the play area.

Community rulings

The standard obstacles are modified. During setup, Before placing obstacles, the station obstacle is placed in the center of the setup area by the second player. remove the 3 asteroid fields and add 2 purrgils and 2 dust fields.
Then starting with the second player, place obstacles at distance 2-5 (or in other words, beyond distance 1. See picture example below.) of the station in the setup area but still adhering to the setup rule of obstacles needing to be placed beyond distance 3 of the edges of the player edges and beyond distance 1 of each other.
After deploying fleets, assign 1 Repair command token to each of the second player ships.

Karneck: My conclusion is that obstacles still cannot be placed in player deployment areas.
Brooks: Other rules remain in effect unless explicitly ignored or impossible to follow. The normal requirements remain in effect.

“Center of setup area”: Margin of error is to be expected, as long as both players agree that the station is “centered”. If no agreement is reached, a judge will place the station for the players.

The special rule:
Each ship may now, when resolving the repair command, elect to spend engineering points to resolve the objectives special rule instead of the standard repair effects. If the ship is at distance 1 of a dust field or station (if both, choose 1), you may spend engineering points to collect victory tokens each worth 10 points..
For every 3 points spent on a station, gain 1 victory token.
For every 2 points spent on a dust field, gain 1 victory token. However if you gain more than 1 victory token from the dust field after resolving that ships repair command, remove the dust field from the play area.

Engineering points must be spent on the special rule to gain victory tokens. Spending points on other repair effects, such as moving shields, does not earn victory tokens. And in the case of Repair Crews all points are spent to resolve that card effect, and none can be spent on the special rule effect.
